How to Import Alcohol into the UK: A 3PL Client’s Guide to Licensing & Legal Compliance

Alcohol Order Fulfilment

The UK alcohol market is dynamic, competitive, and lucrative—but importing alcohol into the country is no casual affair.

For our third-party logistics (3PL) clients looking to expand their offerings or support international suppliers, understanding the legal and licensing landscape is essential.

We have made you a guide to break down the key steps and requirements to ensure your alcohol imports are smooth, compliant, and profitable.

Understand the Legal Framework

Importing alcohol into the UK is governed by several layers of regulation:

  • Licensing Act 2003: Governs the sale and supply of alcohol in England and Wales.
  • HMRC Excise Duty Regulations: Controls the movement, storage, and taxation of alcoholic goods.
  • Food Standards Agency (FSA): Oversees labelling and safety standards.
  • Alcohol Wholesaler Registration Scheme (AWRS): Ensures wholesalers are registered and traceable.

Register with HMRC

Before importing, you must:

  • Register as an Alcohol Importer with HM Revenue & Customs (HMRC).
  • Apply for an Excise Registration if you plan to store alcohol in duty suspension (i.e., before paying excise duty).
  • Secure an AWRS Number if you intend to sell alcohol wholesale in the UK.

Failure to register can result in fines, seizure of goods, or even criminal charges.

Choose the Right Input Method

Depending on your setup and frequency of imports, you can:

Import Method Description Best For
Direct to Approved Premises Requires Alcoholic Products Producer Approval (APPA) Large-scale importers with bonded warehouses
Via Excise Warehouse Goods stored in duty suspension until released 3PLs managing multiple clients or SKUs
Temporary Registered Consignee For occasional imports from the EU Small businesses or trial shipments

From February 2025, all alcoholic products—not just beer—can be imported directly to approved premises.

Labelling & Documentation

Every shipment must be accompanied by accurate paperwork and compliant labelling:

  • Label Requirements:
    • Product type and alcohol content
    • Ingredients (with allergen disclosure)
    • Net quantity in metric units
    • Country of origin
    • Importer’s UK address
    • Lot number (preceded by “L”)
  • Documentation:
  • Commercial invoice
  • Bill of lading
  • Customs declaration
  • Excise Movement and Control System (EMCS) records (if applicable)

Incomplete or incorrect documentation can delay customs clearance or lead to product seizure.

Pay Duties & Taxes

Alcohol imports are subject to:

  • Excise Duty: Based on alcohol type and volume.
  • VAT: Charged at the standard rate.
  • Customs Duty: Often zero-rated for alcohol, but check specific trade agreements.

Goods in duty suspension are only taxed when released for consumption. Using bonded warehouses or REDS (Registered Excise Dealers and Shippers) can help manage cash flow and compliance.
